All adverts published in any classified directory produced by New Europe Directories, including print, telephonic or electronic format, shall comply with the following criteria. All adverts:
• must be legal, decent and honest
• must not be misleading or unfair
• may not be comparative
• must contain at least the company name (which is the registered name of the company or the commercial name under which the company will conduct its business)
• must contain a telephone number apart from exceptions where a case-by-case approval by NED management will be required.
• should include a complete Address. Where an address is included it should contain the town or city of the full address, at least. If an address is not included it is recommended that a website address is included instead. The address can be the premises
from which the business is operated, the registered (billing) address or the address to which
correspondence should be sent, (with the exception of banner advertising or other forms of
electronic advertising that don’t require the advertiser to display a physical address)
• may not contain price information, or details of rates (e.g. interest rates, leasing rates etc), unless the prices and rates included in the advert are valid for the duration of the life of the advert. For the avoidance of doubt this means the period of time between the publication date of the directory containing the advert and the publication date of the next edition of the directory. In the case of electronic advertising any price information must be valid between advert updates. All price information, special offers, discounts, gifts, etc. must be followed by the applicable terms and conditions
• may not offer items for sale on leasing terms unless full details of the number and amounts of payments are stated
• may not contain images likely to cause offence including photographs and graphic images
• may not contain pornographic material of any description
• may not contain language likely to cause offence including slang, colloquialisms and swear words and other obscene language
• may not be for personal services of a sexual nature including prostitution, escort services and related industries
• must conform to the Protection of Competition Act and the Misleading and Unfair and Comparable Advertising section of the Consumer Protection Act.
• may contain English or be entirely in English
The following definitions apply to the Golden Pages advert policy.
Misleading advertising:
• Intended to deceive the reader/recipient
• Or likely to deceive the user/recipient
• This could include details on the nature of the service or product, fitness for purpose and details on the manufacture of the goods
Unfair advertising:
• Contains elements of discrimination
• Makes claims which are unfounded or which cannot be verified
Comparative advertising:
• Explicitly or by implication identifies a competitor or goods or services offered by a competitor
• Seeks to promote the advertised goods or services by unfavourable comparison
Free Line Entry
1. Definition – the FLE and its elements
• The Free Line Entry is an entry of the Company’s Name, Address, and Telephone Number under the business classification that best describes its type of business, in the printed and/or online directories of NED that is free of charge.
• The name in the Free Line Entry will be the registered name of the company or the commercial name under which the company will conduct its business.
• Free Line Entries in Golden Pages must always contain a visitable address or a PO Box Address. Addresses containing just the town/village name will only be accepted where no more detail is available (in the case of very small settlements).
2. Rules for Inclusion
• Golden Pages gives the opportunity but doesn’t have the obligation to publish a Free Line Entry for every business in its directories. Golden Pages reserves the right to use its discretion over the inclusion of a Free Line Entry.
• Golden Pages reserves the right to refuse a Free Line Entry.
There are different rules for inclusion with regard to the online and print edition:
2.1 Print
• Each company is allowed to have only one Free Line Entry in NED’s printed directories per each administrative area covered by the directories, where in terms of NED’s advertising policy administrative area shall mean one of the 28 official administrative regions in the Republic of Bulgaria.
• The Free Line Entry’s address must be in the administrative area included in the relevant directory and cannot be in a different directory area. (e.g. for the ‘Ruse’ Directory, a company can have up to 4 Free Line Entries with addresses respectively in the Ruse, Razgrad, Targovishte or Silistra administrative areas.)
• The Free Line Entry’s name can be the same or different in each administrative area.
• The telephone number in each free line entry must be different. Exceptions are accepted only for 0700 and 0800 numbers that can be dialled free of charge, or at “local call rates” from the whole country
• The Name, Address, Telephone number and classification of the company as specified in their Free Line Entry with respect to each administrative area included in each directory will be identical in the online version of Golden Pages.
• Confirmed Free Line Entry details will be listed in both the online and print versions of Golden Pages, unless the company specifies that they only wish to be listed in one of these.
• The Free Line Entry of an Advertiser enlisted in a certain classification cannot be moved to a different classification as part of an advert programme.
The following rules apply to companies who want to list more than one Free Line Entry in the print edition under one classification in one administrative area:
• The company name in each Free Line Entry must be substantially different;
• The address in each Free Line Entry must be different and comply with the address rules above in Section 1;
• The telephone number in each free line entry must be different.
Companies that operate in significantly different markets and conduct substantially different types of businesses under the same company registration may be allowed to have more than one Free Line Entry in different classifications with respect to one and the same administrative area. In this case the following rules apply:
• The company name in each Free Line Entry must be different;
• The address in each Free Line Entry may be the same or different and must comply with the address rules above in Section 1;
• The telephone number in each free line entry must be different.
2.2 Online
• Every company can list such a number of Free Line Entries in the online directory that corresponds to the company’s addresses in each administrative unit of the official 28 administrative regions in the Republic of Bulgaria i.e. a company may have Free Line Entries even with respect to company’s business addresses which are not enlisted in the printed directories and are not included in the printed directories’ administrative areas.
The following rules apply to companies who want to list more than one Free Line Entry under one classification in one administrative area:
- The company name in each Free Line Entry must be the same or different;
- The address in each Free Line Entry must be different and comply with the address rules above in Section 1;
- The telephone number in each free line entry must be different. Exceptions are accepted only for 0700 and 0800 numbers that can be dialled free of charge, or at “local call rates” from the whole country.

In this case the following rules apply:

Such Free Line Entry listings can only be included after case-by-case approval by NED’s management.
3. Format
• The format of the Free Line Entry will be as follows:
o Company Names will always appear in upper case
o P.O. Box Addresses are acceptable
o Town & City Details will always be included, where given
o Telephone Dialling Codes will always be included where given
o Telephone Numbers may be Mobiles, IP or Freephone Numbers, but not Skype, Premium rate or ICQ Numbers
o Company addresses will always appear in Cyrillic
• Post Codes will not be included except when PO.Box Address is published.
• International addresses and telephone numbers are not permitted
• The “*” and “”” symbols are not permitted
• Email addresses and website addresses cannot be included in the Free Line Entry
Positioning Policy
• Free Line Entries are ordered alphabetically under each heading. The order will be determined according to the first letter of the proper name of the business in Cyrillic; e.g.
o o ZX Autos will appear before AB Cars
• Company names in English are acceptable, but they will be listed at the end of the classification after all of the Cyrillic Company Names
• Free Line Entries order will not take into account the type of registration of the business; e.g.
o o ET Ivanko Petrov will appear after Ivanitza OOD, published as Ivanko Petrov ET
• The Free Line Entry may appear above or below any text or display advert purchased by a business
• Text adverts (up to 8 lines) appear alphabetically under each heading following the same positioning rule as Free Line Entries. In case formatting of pages/columns does not allow it, Golden Pages may decide to position it, following the rules of display adverts. NED does not guarantee the position of text adverts.
• Display adverts will be placed under the relevant heading. Where possible adverts will be placed using the first letter of the proper name of the business (e.g. alphabetically). However the size of the advert will sometimes mean that it has to be placed lower or higher in the classification. NED does not guarantee the position of display adverts.
• Adverts with advert company names in Latin will normally appear alphabetically by company name based on the Cyrillic sound of their company name in Latin.
Adverts
Display and text adverts will only appear in the classified section. No classified advertising will be placed in any other section.
• In most circumstances only one advert per business is permitted per classification or heading in each directory. The exception is where a business uses different adverts to advertise different brands in the same classification. Businesses can advertise in as many classifications as they want provided each chosen classification describes the products and services offered by the business
Text adverts
• Text adverts are subject to certain restrictions and standards with regard to the position and formatting of company name, address, telephone numbers and free text
Format of text adverts
• All Fonts – Helen BG only, no underlining
• Company name line – Company name only, font size 10 only, upper case standard / sentence case allowed, bold font only, no italics, centre aligned only
• Free text lines – Bold or normal fonts in a standard arrangement / any arrangement of bold or normal font allowed, font size 9 only, sentence case standard / upper case allowed, italics allowed, centre aligned standard / left or right aligned allowed
• Telephone number line – Standard formatting of numbers (see Technical Specifications), bold font standard / normal font allowed, no italics, centre aligned only, several numbers allowed separated by comma, numbers prefixed with ‘Tel’, ‘Mob’ or ‘Fax’ as standard, but if limited space will be omitted. ‘GSM’ pre-fix not allowed.
• If the customer needs or wants to clarify the call rates with regard to the telephone numbers in the text advert, the following changes are allowed: the telephone numbers go to the 3rd line from the bottom and the call rate goes in the second to last line. This leaves 1 free text line for the 15mm text ads and 4 free text lines for the 30mm ads.
• Address line – Normal font is standard / bold font allowed, sentence case is standard / upper case allowed, no italics, physical address or web site address allowed but not both, centre aligned only. Two addresses are only allowed if both are in same directory area.
• Blank lines – will be equalized to maintain symmetry
Out of classification adverts are not permitted, i.e. it is not permitted to advertise in a
classification that does not fit the activities of the company. This excludes specific products such
as inserts, branded fillers and adverts on the cover or preface pages.
